పరవస్తు చిన్నయసూరి (1806–1862) మద్రాసులో ఉండేవారు. మద్రాసు ప్రెసిడెన్సీ కళాశాలలో తెలుగు పండితుడిగా పనిచేశారు. ఆయన రాసిన కథల గ్రంథం నీతిచంద్రిక; ఆయన రాసిన వ్యాకరణం బాలవ్యాకరణము. మొదటిదానితో ఆధునిక తెలుగు వచనానికి దారి చూపారని, రెండవదానితో తెలుగు వ్యాకరణానికి ప్రామాణిక రూపం ఇచ్చారని చెబుతారు.
Paravastu Chinnaya Suri (1806–1862) lived in Madras and served as Telugu pandit at the Presidency College there. He wrote the prose story-book నీతిచంద్రిక and, in 1858, the బాలవ్యాకరణము. The first is remembered for pointing modern Telugu prose in a new direction; the second became simply the grammar — the book a Telugu student has opened ever since.
'బాల' అంటే పిల్లవాడు, మొదలుపెట్టేవాడు. అంటే ఈ గ్రంథం పండితుల కోసం కాదు, నేర్చుకునేవారి కోసం. అందుకే అది తెలుగులోనే ఉంది, చిన్న సూత్రాలుగా ఉంది.
బాల means a child, a beginner — the title says outright that the book is for the learner, not for the scholar. That is why it is in Telugu rather than Sanskrit, and why it moves in short sūtras that can be memorised one at a time. You are the reader it was written for.

బాలవ్యాకరణము తొమ్మిది ప్రకరణాలుగా (పరిచ్ఛేదాలుగా) ఉంది: సంజ్ఞా, సంధి, తత్సమ, ఆచ్ఛిక, కారక, సమాస, తద్ధిత, క్రియా, కృదంత. ఈ వరుస యాదృచ్ఛికం కాదు — ముందు పేర్లు, తరువాత కలయిక, ఆ తరువాత పదాలు, చివరికి వాక్యం.
The బాలవ్యాకరణము is built of nine ప్రకరణాలు (also called పరిచ్ఛేదాలు): సంజ్ఞా, సంధి, తత్సమ, ఆచ్ఛిక, కారక, సమాస, తద్ధిత, క్రియా, కృదంత. Read the list as a staircase. First the naming chapter, which fixes what every later term will mean; then joining; then the two great classes of Telugu words; then cases, compounds and derived words; and last the verb. Levels 8 to 12 of this course climb the same stairs in the same order.
సంజ్ఞ అంటే పేరు పెట్టడం. ఏ శాస్త్రమైనా మొదట తన మాటలకు అర్థం నిర్ణయించుకుంటుంది. ఆ తరువాతే నియమాలు చెప్పగలదు. అందుకే సంజ్ఞా ప్రకరణం మొదటిది.
సంజ్ఞ means the assigning of a name. Every śāstra must first fix its own words before it can state a single rule — otherwise the rule cannot be read. So the naming chapter comes first, and sandhi, which needs those names in every line, comes second.
వ్యాకరణం రెండు కాళ్ళ మీద నడుస్తుంది: లక్షణం, ఉదాహరణ. లక్షణం అంటే నియమం; ఉదాహరణ అంటే ఆ నియమం పనిచేసే మాట. లక్షణం ఒక్కటే చెబితే అర్థం కాదు, ఉదాహరణ ఒక్కటే చూపితే నియమం తెలియదు. రెండూ కలిస్తేనే పాఠం.
Grammar walks on two legs: లక్షణం, the defining rule, and ఉదాహరణ, the word that shows it working. A rule without an example stays abstract; an example without a rule stays a single fact. Every Arc B lesson will give you both — the sūtra, and then the word from your own speech that obeys it.
పరిభాష అంటే శాస్త్రంలో ఒక పదానికి నిర్ణయించిన ఒకే ఒక అర్థం. వాడుకలో 'సూత్రం' అంటే దారం; వ్యాకరణంలో అంటే క్లుప్తమైన నియమం. వాడుకలో 'లక్షణం' అంటే గుణం; వ్యాకరణంలో అంటే నియమమే. పరిభాషను వాడుక అర్థంతో కలపకూడదు.
A పరిభాష is a word the śāstra has taken over and given exactly one meaning. In everyday Telugu సూత్రం is a thread and లక్షణం is a quality or a symptom; inside a grammar they mean 'a rule stated briefly' and 'the defining rule' and nothing else. Half the difficulty beginners have with grammar is reading a పరిభాష with its street meaning. When a term is defined in a lesson, that definition is the only one in force.

Then practise the two legs of grammar on something you already know: state a rule in your own words (for instance, that a మహత్తు plural subject takes -ఆరు in the verb) and immediately give the example that proves it, ఆ ముగ్గురు వచ్చారు.
